At this point getting an Elytra as a new player is borderline impossible. You can either grind to 60k+ and spend it all on a single elytra, or wander aimlessly through the end on foot, hoping to find an unraided end city (and there are not many of these left).
My suggestion is to implement a way for players to obtain Elytra in a fair way, by adding it to the Ender dragon's drops. It would give players an incentive to fight it, which is especially challanging due to the state of the main end island. I believe that it would give players something difficult, yet rewarding and fun to do.
